Only 1995 Base model Neons were built without a front swaybar. In fact, only '95 base Neons with a 5-speed manual trans *and* without A/C came without swaybars. If you ordered a '95 base with the auto trans and/or with air conditioning, the suspension was the Touring type (with front swaybar) which was standard on the Highline. The touring suspension with power steering was made standard on the base for the '96 model year.
The '95 base models without front swaybars also had manual steering. Ask Rex about that!
