<p>I recommend a 40mm offset 15X7 rim with 205/50R15 aggressive street
tires like the BFG Comp TA.  It will suck in the snow, but be great in
the wet and dry.  I don't recommend lowering the car for anything but
looks.  Neon's don't have enough jounce travel to tolerate lowering any
more than about 15mm unless you use spring rates that are at least 350
lb/in.    It'll feel stiffer, but it won't quantitatively handle
better.  For another opinion on that, ask Sean Burke.</p>
